3 Media
The purpose of the media during the Estado Novo (1926-74) was to communicate official government policy. Therefore, the government strictly censored newspapers, magazines, and books. Radio and television broadcasting was in the hands of two state-owned companies: Radiodifusão Portuguesa (RDP) and Radiotelevisão Portuguesa (RTP). The first TV broadcasts aired in March 1957, and the official state visit of Queen Elizabeth II of Great Britain to Portugal was featured. The only independent broadcasting company during the Estado Novo was the Catholic Church's Radio Renascença. Writers and journalists who violated the regime's guidelines were severely sanctioned. Under Prime Minister Marcello Caetano, censorship was relaxed somewhat, and writers were allowed to publish critical and controversial works without fear of punishment. Caetano attempted to "speak to the people" through television. Daily program content consisted of little more than government-controlled (and censored) news programs and dull documentaries.After the Revolution of 25 April 1974, censorship was abolished. As the revolution veered leftward, some sectors of the media were seized by opponents of the views they expressed. The most famous case was the seizure of Radio Renascença by those who sought to bring it into line with the drift leftward. State ownership of the media was increased after 25 April 1974, when banks were nationalized because most banks owned at least one newspaper. As the Revolution moderated and as banking was privatized during the 1980s and 1990s, newspapers were also privatized.The history of two major Lisbon dailies illustrates recent cycles of Portuguese politics and pressures. O Século, a major Lisbon daily paper was founded in 1881 and was influenced by Republican, even Masonic ideas. When the first Republic began in 1910, the editorials of O Século defended the new system, but the economic and social turmoil disillusioned the paper's directors. In 1924, O Século, under publisher João Pereira da Rosa, called for political reform and opposed the Democratic Party, which monopolized elections and power in the Republic. This paper was one of the two most important daily papers, and it backed the military coup of 28 May 1926 and the emergent military dictatorship. Over the history of the Estado Novo, this paper remained somewhat to the left of the other major daily paper in Lisbon, Diário de Notícias, but in 1972 the paper suffered a severe financial crisis and was bought by a Lisbon banker. During the more chaotic times after the Revolution of 25 April 1974, O Século experienced its own time of turmoil, in which there was a split between workers and editors, firings, resignations, and financial trouble. After a series of financial problems and controversy over procommunist staff, the paper was suspended and then ceased publication in February 1977. In the 1990s, there was a brief but unsuccessful attempt to revive O Século.Today, the daily paper with the largest circulation is Diário de Notícias of Lisbon, which was established in 1883. It became the major daily paper of record, but after the Revolution of 25 April 1974, like O Século, the paper suffered difficulties, both political and financial. One of its editors in the "hot" summer of 1975 was José Saramago, future Nobel Prize winner in literature, and there was an internal battle in the editorial rooms between factions. On the recommendation of Count Rumford in Munich, the Bavarian government financed a two-year stay in Britain so that Reichenbach could become acquainted with modern mechanical engineering. He returned to Mannheim in 1793, and during the Napoleonic Wars he was involved in the manufacture of arms. In Munich, where he was in the service of the Bavarian state from 1796, he started producing precision instruments in his own time. His basic invention was the design of a dividing machine for circles, produced at the end of the eighteenth century. The astronomic and geodetic instruments he produced excelled all the others for their precision. His telescopes in particular, being perfect in use and of solid construction, soon brought him an international reputation. They were manufactured at the MathematicMechanical Institute, which he had jointly founded with Joseph Utzschneider and Joseph Liebherr in 1804 and which became a renowned training establishment. The glasses and lenses were produced by Joseph Fraunhofer who joined the company in 1807.In the same year he was put in charge of the technical reorganization of the salt-works at Reichenhall. After he had finished the brine-transport line from Reichenhall to Traunstein in 1810, he started on the one from Berchtesgaden to Reichenhall which was an extremely difficult task because of the mountainous area that had to be crossed. As water was the only source of energy available he decided to use water-column engines for pumping the brine in the pipes of both lines. Such devices had been in use for pumping purposes in different mining areas since the middle of the eighteenth century. Reichenbach knew about the one constructed by Joseph Karl Hell in Slovakia, which in principle had just been a simple piston-pump driven by water which did not work satisfactorily. Instead he constructed a really effective double-action water-column engine; this was a short time after Richard Trevithick had constructed a similar machine in England. For the second line he improved the system and built a single-action pump. All the parts of it were made of metal, which made them easy to produce, and the pumps proved to be extremely reliable, working for over 100 years.At the official opening of the line in 1817 the Bavarian king rewarded him generously. SUBJECT AREA: Civil engineering[br]b. c. 1700 probably near Northampton, Englandd. 24 January 1781 London, England[br]English surveyor and civil engineer.[br]Very little is known of his early life, but he was clearly a skilful and gifted engineer who had received comprehensive practical training, for in 1743 he erected the machinery in the world's first water-powered cotton mill at Northampton on the river Nene. In 1748 he invented a weighing machine for use by turnpike trusts for weighing wagons. Until 1757 he remained in Northampton, mainly surveying enclosures and turnpike roads and making agricultural machinery. He also gained a national reputation for building and installing very successful ventilating equipment (invented by Dr Stephen Hales) in hospitals, prisons and ships, including some ventilators of Yeoman's own design in the Houses of Parliament.Meanwhile he developed an interest in river improvements, and in 1744 he made his first survey of the River Nene between Thrapston and Northampton; he repeated the survey in 1753 and subsequently gave evidence in parliamentary proceedings in 1756. The following year he was in Gloucestershire surveying the line of the Stroudwater Canal, an operation that he repeated in 1776. Also in 1757, he was appointed Surveyor to the River Ivel Navigation in Bedfordshire. In 1761 he was back on the Nene. During 1762–5 he carried out surveys for the Chelmer \& Blackwater Navigation, although the work was not undertaken for another thirty years. In 1765 he reported on land-drainage improvements for the Kentish Sour. It was at this time that he became associated with John Smeaton in a major survey in 1766 of the river Lea for the Lee Navigation Trustees, having already made some surveys with Joseph Nickalls near Waltham Abbey in 1762. Yeoman modified some of Smeaton's proposals and on 1 July 1767 was officially appointed Surveyor to the Lee Navigation Trustees, a post he retained until 1771. He also advised on the work to create the Stort Navigation, and at the official opening on 24 October 1769 he made a formal speech announcing: "Now is Bishops Stortford open to all the ports of the world." The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.This paper provides background information on the framework for the planning and control of public expenditure in the UK which has been operated since the 1998 Comprehensive Spending Review (CSR). It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made. The Government has committed itself not to take policy measures which are likely to have the effect of increasing social security or other elements of AME without taking steps to ensure that the effects of those decisions can be accommodated prudently within the Government's fiscal rules.Given an overall envelope for public spending, forecasts of AME affect the level of resources available for DEL spending. Cautious estimates and the AME margin are built in to these AME forecasts and reduce the risk of overspending on AME.Together, DEL plus AME sum to Total Managed Expenditure (TME). TME is a measure drawn from national accounts. It represents the current and capital spending of the public sector. The public sector is made up of central government, local government and public corporations.Resource and Capital Budgets are set in terms of accruals information. Accruals information measures resources as they are consumed rather than when the cash is paid. So for example the Resource Budget includes a charge for depreciation, a measure of the consumption or wearing out of capital assets."Non cash charges in budgets do not impact directly on the fiscal framework. That may be because the national accounts use a different way of measuring the same thing, for example in the case of the depreciation of departmental assets. Or it may be that the national accounts measure something different: for example, resource budgets include a cost of capital charge reflecting the opportunity cost of holding capital; the national accounts include debt interest."Within the Resource Budget DEL, departments have separate controls on:"Near cash spending, the sub set of Resource Budgets which impacts directly on the Golden Rule; and"The amount of their Resource Budget DEL that departments may spend on running themselves (e.g. paying most civil servants’ salaries) is limited by Administration Budgets, which are set in Spending Reviews. Administration Budgets are used to ensure that as much money as practicable is available for front line services and programmes. These budgets also help to drive efficiency improvements in departments’ own activities. Administration Budgets exclude the costs of frontline services delivered directly by departments.The Budget preceding a Spending Review sets an overall envelope for public spending that is consistent with the fiscal rules for the period covered by the Spending Review. In the Spending Review, the Budget AME forecast for year one of the Spending Review period is updated, and AME forecasts are made for the later years of the Spending Review period.The 1998 Comprehensive Spending Review ( CSR), which was published in July 1998, was a comprehensive review of departmental aims and objectives alongside a zero-based analysis of each spending programme to determine the best way of delivering the Government's objectives. The 1998 CSR allocated substantial additional resources to the Government's key priorities, particularly education and health, for the three year period from 1999-2000 to 2001-02.Delivering better public services does not just depend on how much money the Government spends, but also on how well it spends it. Therefore the 1998 CSR introduced Public Service Agreements (PSAs). Each major government department was given its own PSA setting out clear targets for achievements in terms of public service improvements.The 1998 CSR also introduced the DEL/ AME framework for the control of public spending, and made other framework changes.
